In 2014, it employed around 1200 people and its infrastructure comprised about 4000 km of pipelines across Europe, a terminal in Zeebrugge - Belgium and Dunkirk - France, an undergorund storage facility in Loenhout - Belgium.

VALVES & INSTRUMENTATION STANDARDS DEVELOPMENT

SUBJECT

Develop standards for instrumentation and have them certified by a notified body compliant with ASME / API standards and the Belgian Gas Law.
Develop a system to secure instrumentation knowledge in the engineering department.
Provide instrumentation consultancy services for projects.

TITLE: E&I engineer

LOCATIONS:
  • Main engineering office, Brussels - Belgium
TASKS:
  • study apllicable legislation (Belgian Gas Law) and technical standards (ASME, API, ISO, EN,  PED, ATEX);
  • develop a company standard for safety valves on pipeline stations , including cryogenic service, and have it certified by an authorized body (Vinçotte);
  • provide instrumentation consultancy services for projects;
  • provide consultancy for applicable legislation concerning classification  of equipment, pipelines and piping.
ACHIEVEMENTS:
  • finalized the safety valve standard and have it approved by design authorities in the company from the pipeline, construction and instrumentation departments;
  • clarified the differences between the procedures for the design and testing requirements of applicable Belgian Gas Law, ASME, PED and EN legislation and standards;
  • designed a cross reference system between the developed standards and a clarification document to secure the achieved knowledge and experience within the instrumentation discipline;
  • supported projects and subdivisions with technical and legislative advise which was confirmed and approved by authorized and notified bodies, reducing the cost and time frame for consultancy services.
STRATEGIES:
  • started with templates from previous CEAvo projects and have them modified and approved before working on the content development;
  • involve authorized and notified bodies from the initial setup to the final design standard to reduce changes and confirm the development approach;
  • consult multiple design authorities from different departments (engineering, maintenance and operations) to have the standard implementation supported by all technical departments and divisions.

SUPPLY PRESSURE UPGRADE OF UNDERGROUND STORAGE FACILITY

SUBJECT

Advise on the categorization of the pipeline supply piping and equipment classification (PED or Belgian Gas Law) and the modification of the pressure relief devices (safety valves) for the underground storage facility at Loenhout.

TITLE: E&I engineer

TASKS:
  • advise on the categorization of equipment and piping, pipelines at the grid connection point of the underground storage facility;
  • review specifications and advise on the modification and replacement, including relief modelling, of the safety relief valves of the pipelines, piping and equipment at the grid connection point.
  • review the safety relief specifications for compliance with Fluxys standards;
ACHIEVEMENTS:
  • clarified the categorization of equipment, piping and pipelines by applying the experience made with the safety relief valve standardization program;
  • proven the application in practice of the new developed standard for safety relief valves.

UPGRADE OF A PIPELINE GRID JUNCTION STATION

SUBJECT

Triple DN400, 80-66 barg natural gas, grid junction station. The station comprises: the pipeline grid junction with cathodic protection supply station, odorizing with odor tank storage, a gas analyzer room, a 3 boiler room and control & utility room.

E&I replacement and modficiation of low voltage and control cabinets and replacement of control gas cabinets.  

All modifications without interrupting operation.

Electrical: 
  • upgrade 400 VAC electrical supply from 25 kVA to 45 kVA;
  • construct new cable trenches;
  • install a connection point for 3 phase 400 VAC emergency generators;
  • modifications and extension of the earthing grid;
  • replace tubing tracing control panel;
  • relocate cathodic protection cabinet; replace the existing Low Voltage supply and control panels.
Instrumentation:
  • replace the control panels of the PLC, remote I/O, odorizer, flow computers and the tele-montioring;
  • construct new cable trenches;
  • replace 14,7 barg pneumatic master-slave control gas cabinets to reduce noise emissions and increase reliability;
  • replace the heating gas supply.

  • study of the existing control strategy to propose improvements;
  • utilization of existing project templates to describe the scope;
  • multiple field inspections to acquire the existing situation, non documented modifications and modification possibilities.
